Introduction: the pest nobody dares call a pest
There is a peculiar awkwardness surrounding pigeons. Nobody hesitates to call a professional about rats in a cellar or cockroaches in a kitchen. But when a pair of feral pigeons settles under a balcony ledge, people hesitate, they put it off, they tell themselves "it's only a bird". Three months later, the building's owners' association discovers a blocked gutter, a rainwater downpipe backing up into a façade, and a top-floor tenant complaining of night-time bites without ever having seen a single bed bug.
The urban feral pigeon (Columba livia domestica) is not dangerous in the way an Asian hornet is. It is, however, the starting point of a chain of nuisances that comes at a cost: material degradation, blocked drainage, proliferation of nest parasites, and a health risk that is real but widely misunderstood — vastly overstated in popular rumour, underestimated in the situations that genuinely matter.
This guide sorts it out. What pigeons actually damage, what they really transmit, what French law permits or forbids, and which protections hold up over time on a balcony, a cornice or a roof.

Why French cities have so many pigeons
The city pigeon descends from the rock dove of Mediterranean cliffs. A Haussmann-era building façade, with its cornices, small balconies and recesses, is a perfect cliff face for the bird: flat surfaces, sheltered from rain, elevated, with a clear view. The city is not a fallback for this species, it is an optimal substitute habitat.
Three factors sustain urban populations:
- Continuously available food. Fast-food leftovers, open bins, and above all deliberate feeding by local residents. A well-fed pair can produce up to five or six broods a year, compared with one or two in the wild.
- The absence of effective predation. The peregrine falcon, which has returned to nest on a few French urban buildings, takes only a marginal number. It regulates nothing on the scale of a neighbourhood.
- Fidelity to the nesting site. A pigeon born under a balcony will come back to it. This is the key fact behind any management strategy: scaring off an individual bird achieves nothing, you have to make the site physically unusable.
That last point explains why so many devices fail. Plastic fake birds of prey, hanging CDs, balloons with eyes: pigeons get used to them within days. Their attachment to the site is stronger than their fear of a motionless object.
What pigeons actually damage
Droppings are not just dirty, they are corrosive
This is the most underestimated point. Pigeon droppings are acidic (pH often between 3 and 4.5 according to heritage conservation laboratory analyses). Over time, they attack:

A balcony regularly fouled over five years means redoing the waterproofing. On the scale of a residential block, the bill far exceeds the cost of a deterrent system installed in time.
Nests block drainage
A pigeon nest is a crude assembly of twigs, feathers, accumulated droppings and urban debris. Placed in a gutter, a box gutter or a rainwater downpipe — locations pigeons are particularly fond of — it acts as a plug. The first serious storm sends water overflowing into the masonry or under the roof covering.
Many "façade water ingress" claims diagnosed as a waterproofing defect are in fact pigeon-related damage. Checking box gutters at the end of summer, before the autumn rains, is a simple habit to adopt. An inspection kit with an endoscopic camera lets you check a downpipe or a recessed cornice from a window, without climbing onto the roof.
Noise and loss of use
Cooing from dawn, wings beating against shutters, constant comings and goings: a nesting pigeon is a noisy neighbour. And a colonised balcony becomes a lost balcony — nobody sets up a table where the droppings have to be cleaned off before every use.
The real health risk: less about disease than nest parasites
This is where the most misinformation circulates. Let's set the record straight.
Zoonoses: a real but low risk for the general public
Pigeons can harbour several pathogens documented by ANSES and public health services:
- Cryptococcosis (Cryptococcus neoformans), a fungus that develops in old, dry droppings. Inhaling contaminated dust can cause pulmonary or neurological illness, almost exclusively in immunocompromised individuals.
- Histoplasmosis, another fungal infection linked to accumulations of droppings in enclosed spaces.
- Avian chlamydiosis (Chlamydia psittaci), responsible for ornithosis, causing flu-like symptoms and sometimes pneumonia. Human cases are rare, and mostly occupational.
- Salmonella and campylobacter, through indirect contact.
For a resident passing pigeons on the pavement, the risk is negligible. It becomes significant in one situation only: cleaning up an old accumulation of dry droppings in a loft, under a roof structure or in a plant room, without protection. That is where the rare reported cases occur.
Simple rule: never sweep or dry-brush accumulated droppings. The dust thus thrown into the air is the main vector. Dampen first, remove mechanically, then disinfect.
For any cleaning job of significant size, the minimum kit recommended by the INRS for work involving exposure to bioaerosols comprises a disposable FFP3 mask, waterproof gloves, a single-use coverall and sealed safety goggles. This is not overkill: a surgical mask does not filter fungal spores.
Nest parasites: the real reason people call
In the day-to-day work of pest control companies, it is not zoonoses that trigger call-outs, but the mites and insects living in the nests. When the young fledge or the nest is abandoned, these parasites look for a new host — and the nearest host is often the occupant of the adjoining flat.

This is the most frequent cause of false bed bug alarms in older buildings. An occupant wakes up with bites, finds no trace in the mattress, has the home treated with no result… because the source is an abandoned nest in the sealed-off chimney flue above. As long as the nest is not removed, treating the flat solves nothing.
The warning sign: persistent bites with no physical evidence at all (no black droppings along the seams, no shed skins, no eggs) and a peak after the young fledge, typically in late spring and at the end of summer. A sticky-trap detection monitor placed along skirting boards and near flues helps confirm the presence of red mites — tiny, but visible with a magnifying glass once engorged with blood.
